Wow. I have to agree with Elvis here. Give Clinton some credit. Welfare reform wasn’t his idea, but was implemented on his watch, with his (grudging) acceptance. Free trade was expanded under Clinton’s watch, and he actively lobbied for it and supported it, which is more than George Bush Senior did (Bush Sr. had depressing tendencies towards ‘fair’ trade instead of ‘free’ trade). It doesn’t matter that welfare reform and free trade were co-opted from Republicans. Clinton did it, and he gets the credit for it.
However, I should point out that there were two Clinton presidencies - the first one was very short, and was a disaster. It was the radical liberal presidency of the first year or two, when the FDA had its powers greatly expanded, when Hillary tried to turn health care into a federal program, when Clinton tried to dictate gay policies to the military, and when he made a number of really poor choices for various cabinet positions.
The result was political disaster for Clinton, and a mid-term election that saw Republicans take control of Congress. But Clinton is not stupid, and he learned a lesson from that and did a 180 degree shift to the right. The rest of his presidency was much more laid back, and he adopted a number of conservative positions. And because he had lost so much political capital, he was unable to pass anything that the Republicans disagreed with anyway.
By 1994, Clinton was actively campaigning and governing from a position farther to the right than George Bush Sr. had been.
