That’s the most important thing for me. What I do in the OP’s situation (in the US) is pass on the right. Even though I live in one of the states that has the “left lane is for passing only” law, it’s not well followed, and I doubt the cops enforce very much. But (while I do it) I don’t like passing on the right because it makes traffic even more unpredictable. If everyone always passes on the left, that makes life easier for everyone involved, doesn’t it? I honestly think that most drivers are simply clueless about the “pass left, stay right” rule, so I try not to get too aggressive about it while driving (though I may bitch after the fact.)
What do you do about people blocking the passing lane?

In Missouri, you can be blocking traffic even if you are going the legal limit. You get pulled over and charged with obstructing the flow of traffic. Claiming that you were going the speed limit is not a defense, either; you get told that you should have moved over, and that it was not your job to police the speeds that other drivers are moving at.
MO cops very rarely do pull over drivers for this – except in a few targeted areas, such as the 270-70 interchange in St. Louis. And not limited to the left lane (though that’s the most common). Furthermore, semis aren’t allowed in the left-hand lane in Missouri, at all.
Illinois, next door and where half of my commute occurs, does not ticket for blocking traffic by going the speed limit when traffic is moving faster. But, of course, the law there is you only use the left-hand lane for passing. Although semis are allowed in the left lane there.
Best not to make assumptions about what you believe people are entitled to, and just learn the actual rules.
No. Not at all. Not everyone who flips the bird is some sort of frothing-at-the-mouth lunatic. Zone of competence? Ridiculous. That’s akin to the logic mothers and school marms use about cursing - “it shows ignorance because your vocabulary has failed you”. Again, rubbish. Loads of people can craft artful Mamet-esque curse-laden sentences, and we flip the bird as cool as Chester Cheetah.

Dio, what is your point? Do you believe being a dick is restricted to engaging in illegal activity? If using the left lane to drive in, rather than pass, is not illegal in a particular state, is it therefore not a total dick move, when common courtesy --or “something people delusionally believe they’re entitled to,” as you put it-- says get out people’s way. Surely you are aware that this is the expectation, yes? Or are you aware, but like to defend people’s inalienable right to be a douchey?
Learning the actual rules, means learning the speed limit. If you’re going to break that rule, then it’s hypocritical to complain about what anybody else does.
I’m saying speeding is also a dick move, so if you’re already engaged in a dick move yourself, you pretty much don’t have any moral high ground to bitch about anybody else.
Its so alien to me to “undertake” ,that is pass a leading vehicle on the “wrong side” I never do it.
It was rare in the UK for someone in the “fast lane or passing lane” ever to stay there if they saw someone bearing down on them, a quick flash of the headlamps always reminded people to move over.
I first came across the phenomenon of the junior traffic mod with the " I am doing the speed limit so I can sit in any damn lane I please" attitude in New Zealand.

Technically you are correct. I misspoke. What I meant was that in most states you are not allowed to impede traffic by staying in the left lane. That is the point I was trying to make. Do you agree with that and can we drop this?
This is why I put “in the US” in parenthetical in my statement above. Passing on the right is not seen as a big deal (so far as I can tell) in most places in the US. In the UK and in various places on the continent, fellow passengers in the vehicle loudly voiced their disapproval at me even contemplating such a feat as passing on the “wrong” side. Especially in the UK. However, a quick blink of the brights was generally seen (in my impression) as more of a polite reminder than the challenge of manhood it seems to be here in the US.

I just don’t get the mentality here in the US that being passed is somehow a snub against you.
I’ve driven many miles all over Ireland and love how other drivers routinely act courteous and pull aside to let faster people by. Even on 2 lane, narrow roads, drivers will often pull onto the shoulder a bit at long straights to let the person behind pass safely.
Again, the mindset in the US is so strange. If someone wants to pass, let them.
Fortunately this phenomenon (road hog) although not uncommon, is an aberration. I suppose that is what makes it so annoying - the fact hat a driver would be so inconsiderate or stupid as to do it at all.
Give him a break… he’s typing on his smartphone while driving in the left lane, and some Sarah Palin is flashing her lights at him. It’s distracting!
