If someone supplies the answer before I get it, I will give you half. I would say the whole thing but guessing the pictopuzzle is only half the battle. ---

The drawing appears to be the short straw. The light switch could be off or on. The stuffed owl, however, has me stymied. Short of breath? Short of money? Short of dying? ---

In every rebus puzzle I’ve seen, the order of the images corresponds to word order – the intended phrase (or word) is put together a piece at a time through the images, rather than suggested as a whole. This one would read “first on who’s,” which doesn’t make sense. There’s also the matter that while the indicated bar is the first one in the bar graph, it’s not unambiguously representing “first” – it could just as well be “lowest,” “shortest,” “bar” as previously suggested, or possibly something else.
