Having no running water isn’t exactly the same thing has having NO water…which was the point I was making. If there is NO water in Baghdad then pretty much the city will be full of corpses by this time next week.

Well, the ‘failed state’ part is an exaggeration…so far. Its a FAILING state, not a FAILED state.
‘second worst in the world’ what? Second worst state in the world? Sure, thats an exaggeration (if thats what you meant). North Korea is in a LOT worse shape. There are several African states that are in as bad or worst shape, and maybe one or two in Central America.
So pretty much the whole thing is an exaggeration. And to what point? Why not just say that Iraq is fucked up and in bad shape? You don’t NEED to exaggerate how bad it is…just like you don’t NEED to use stupid and explosive labels like ‘genocide’ to describe the US occupation. The reality is bad enough. But you never seem to get that your hyperbolic language actually does more harm than good to your own side in these debates.

The distinction between having no water or electricity, and having little water or electricity, is irrelevant. There is not enough of either to support the democratic society Bush is insisting on before he will withdraw. At some point, the people of Iraq will be hungry enough or thirsty enough or scared enough to abandon any illusion of democracy and beg for someone like Saddam to take control.
I think I can comfortably say that any state that cannot provide for its own defense, or supply adequate food, water, electricity, education, shelter, security or anything else except sand for its residents is a failed state. That we “helped” it fail is not beside the point.
It does appear to me that the outcome will be a Shia run theocracy with close ties to Iran.
Are we helping or harming by staying? We are starting to remind me of a deadly serious version of the dinner guest who makes a verbal gaffe and then just makes things worse by babbling on in an effort to cover it up.
True enough but I suspect the group that emerges as the controllers will be Shia. The shakeout might take a couple or three years and in any case almost certainly won’t be the one we aimed for.
