Often, a local community can’t afford that sort of thing. That’s partly what the federal government is for, to handle the project locals can’t.

Mayhap. But given how much $$ Louisiana was sucking down, for what seems like a vast array of questionable projects, I vote they can pay for it all themmselves from now on.
