You’d be better off dumping the fixed-term election system - just dissolve Congress for six weeks, let the political parties nominate their candidates, hold your election and get back to work.
In others words, be more Canadian, you silly Americans.
I personally would like to see the House changed to some sort of proxy system so that I could register my proxy to the person I feel most suited to represent me. As long as there were real limits on how many proxies one representative could wield (1% sounds like a good max).
