I did an Alta-Vista search and it seems to be of British origin and appears to mean something along the lines of “tough cookies,” “so, there” or “suck it up” possibly with an “I told you so” thrown in.

Does anybody know where it actually started; maybe a show or comedy routine?

It would have to be from the Molesworth books by G Willans and R Searle. How to be Topp (sic), Down with Skool etc.
