My first thought is a [kazoo,](https://en.wikipedia.org/wiki/Kazoo) but it’s just as likely to be synthesized (or a sampled kazoo) if the recording was made in the last 25 years. ---

Yeah, it sounds like some sort of electronic/synthesized sound to me. ---

It’s not a kazoo. It sounds to me like a synthesizer. ---

Yeah, it’s hard to figure out what sound is being talked about exactly, but if it’s the one I hear, it’s definitely a synthesized sound of some sort. Then again, they all sound synthesized, but that one particularly so. ---
