It has 12 prongs in total - part of the frame for a clock? That would also explain the hanging hook on the backā€¦ ---

I agree with mop head frame. Dry mop, more like a duster, like my mom used to always use on the hardwood floors. The metal piece thatā€™s sort of separated from the circle, goes into the bottom of the handle, allowing the mop to swivel. ---
