I’m not really sure where Drusilla found him, but I’m currently rewatching season 1 and after Angel first vamps out in front of Buffy, he retreats to what appears to be the same dwelling in season 2. Darla confronts him there. I was wrong about it being underground, though; Darla notes that Angel is living aboveground and opens the window to harm Angel with sunlight.

Not only does the character live beyond his fiscal means, especially in the movies, but watching him on screen has sometimes made me live beyond my means (particularly when purchasing wine and spirits).
I always thought Angel used the sack of money Judy had stolen from her bank in “Are you now or have you ever been” to buy the hotel, and fund some of the second season lifestyle?
