It’s not particularly helpful to ask what tool to use based on a picture, if it looks like something it’s not.
It’s like asking to identify an animal based on a picture of the rock it’s hiding behind. 
Not quite. It’s safe to assume that they are security screws so they’re most likely JIS screws.
Also it may be made in Japan.
I don’t think that JIS screws are considered “security” or “tamper-resistant” fasteners.
