I just remembered a game a friend of mine had growing up, that we would play late into the night. It was 2-player, and we each had an island that we developed, sort of SimCity- or Civilization-style. You’d build farmland, city pieces, etc. Occasionally a hurricane would come by and swipe out everything on your coast and you’d have to rebuild.

Ring any bells?

Utopia was on Intellivision. Deinfitely had hurricanes wiping out parts of islands, crops, etc.

Fortune Builder was on ColecoVision.

It says Fortune Builder was one player so I’m going to guess it was Utopia. The description in the OP sounds exactly like it.

> Utopia is a 1982 strategy video game by Don Daglow released for the Intellivision and Mattel Aquarius. It is often regarded as among the first city building games, and credited as "arguably the earliest ancestor of the real-time strategy genre." In July 2010, the game was re-released on Microsoft's Game Room service for its Xbox 360 console and for Games for Windows Live.
