Bush has been gutting environmental laws this week . He has weakened the rules for dumping debris in coal mining. There were rules about not leveling mountains for coal and dumping the debris within 150 feet of a river. He has relaxed that and they can dump it where they want, even in the rivers. He has been very busy.

Here is an article saying he has allowed coal companies doing mountain top mining to dump directly into the river instead of 100 feet away. He will give away all he can get away with.
