Dubya was clearly worse than Nixon, even before John Dean wrote a book about it. But there was a fairly strong argument (made by others; I didn’t take a side and can’t remember the details) that Dubya wasn’t the worst President ever, and that honor belonged to James Buchanan.
I think Dubya and Buchanan are now fighting over second-worst.
