Probably non-copyrighted library music. Sounds a bit like the Olympic Fanfare.

Stop! Stop! Just stop! Was my reaction. It sounds like a non-copyright-infringing variation of “Fanfare for the Common Man”. [Here’s a video](http://www.youtube.com/watch?v=0OLWgrr671g) of The Police performing it (it was written by their drummer, Stewart Copeland, for the soundtrack of Steven Spielberg’s _1941_).

Some of the facts in the previous sentence are incorrect. Can you spot which ones?

They’re all true, as far as I know. However, like Stewart Copeland’s “Fanfare for the Common Man” (one of my favourite tracks on the special edition of _Ghost in the Machine_), the OP’s example is not actually a song, what with it not being sung and all.
