Yes. I had one of the satellite links when I lived in the woods, and everyone pointed at that sat shared the same bandwidth. I would have the bandwidth cut if I used more than they believed to be normal. I would cut rated speed by 75% on any cable service.  
Comcast in central Arkansas, with competition, works fine for me.
