The plastic version sold with board shorts is a “wax comb” for scratching the wax that you’ve applied to the surface of your surf board. It gives you a rougher surface to adhere to when you’re riding waves. There’s usually a bottle opener and a little prong on the other end, which is actually an allen wrench which is used to tighten the skegs on your board.
But I agree, this is definitely a divot tool.

Did you get the jeans from a large department store, like Macy’s or Sears? Perhaps, someone picked up a divot tool, and deciding against buying it, just slipped in into a random pocket on a pair of jeans as they were walking through.
Or, in some weird way, it was part of a plan to shoplift the tool? Like slip it in the pocket, buy the jeans for herself, and BINGO, a gift for her boyfriend.
