Yes and no. Mistrust of others seems to be instinctive in humanity, and shows itself in behaviors such as mistreatment of captives, racism, xenophobia, and the like. Human cruelty does seem to have some instinctive element. We are not entirely blank slates, upon which our cultural values are written. We have some innate characteristics. Some of these are among our most noble values. Others are wholly reprehensible. It takes a fair amount of work to raise a human – or a tribe – to a higher state of civilization. ---
