Back at the end of the Cold War, Fort Leonard Wood (for some reason) got an East German Scud decoy. A thing of fiberglas beauty it was. Super-detailed, down to the fake fire extinguishers mounted on it. Typical example of German perfectionism meeting traditional toy-making skills. It was designed to sit on top of some sort of vehicle.

When Gulf War I came around it was suddenly in great demand and got shipped out west to the NTC or someplace.

All I can say is that NPR called it a failure. So it must be true. That and the simple facts on the ground.

NPR pointed out that despite having subsidies from the old Soviet Union equal to 30% of Cuban GDP, the Cuban people are still poor. Compare and contrast with (for a worse case) Puerto Rico.
