I seem to remember good size bluffs at Dubuque, IA and across the river at East Dubuque, IL. Up around 200’ to 300’ feet. While the river might sneak around the hillside to hillside dam built there, maybe through the Wisconsin Dells, you’d get a substantial lake backed up at that location.
