Where does "neener neener neener" come from?

The first (and only) place I’ve ever seen “neener neener neener” is in Dave Barry’s column, cited upthread.

There was a hot dog place in town that wanted its name to sound like ‘Neener Neener Weener’. Unfortunately, they didn’t use a spell-checker.
