NOT a movie but in the _Star Trek: Deep Space Nine_ episode “Past Tense” Sisko goes back in time to 2024 United States where “sanctuary districts” had been established to house the unemployed with the promises of jobs. The government then began to forcefully intern people into them, including people with mental health problems who could not afford health care as well as the poor. Laws prohibiting sleeping on the streets were further used to justify the forceful internment of residents to the districts The internees were forbidden to leave “for their own protection”.
