The distinction drawn is that Frank’s is portable. (After a fashion.) 
When I hear the word glockenspiel the name that leaps to mind is Mike Oldfield.
I think of Don McCloskey and “My Focken Glockenspiel”.
There’s a couple carillons in the Chicago area, as well. There’s one at University of Chicago’s Rockefeller Chapel and at least one other one in Naperville, near the riverwalk.
When I was a kid, my piano teacher took me to U of C and I got to meet the carillon player and see him in action. I also vaguely remember a carillon being featured on some PBS kids show, perhaps Mr. Rogers.
