The factual answer is that no drivers actually possess the right of way at any time in any situation. Look up any driving code of any state in the US, and you will see this stated explicitly. (They are in PDF form usually, so I’m not going to bother to link to any.)
You can be penalized for not yielding it, but you never possess it. All drivers are required to avoid a collision at all times. Period.
