Mr. Bush was the face of America when our military started two wars. Two wars. We finally killed the two bad guys we targeted. And hundreds of thousands of others. Who weren’t the bad guys we were going after. So, yeah, Mr. Bush (George W.) may well be the answer to the OP. Universally? I haven’t checked with my Venusian or Martian colleagues, but they will probably agree. ---

Bush has slipped gracelessly out of my world picture, so I never even thought of him, but certainly 4 years ago he and Cheney would have been fighting it out for the top spot. I am finding the arguments against him pretty compelling, so I’m gonna say that he’s taken the lead, ---
