The serious answer would be the UN Secretary-General along with the foreign ministers of the major world powers (Europe would probably send just one representative). ---

Cite? The UN Secretary General is just the head flunky of the United Nations. The United Nations is not a world government, not even in embryonic form. The Soviet Union would never have agreed to join such an organization, and neither would the United States. The UN is a talking shop where countries that are deadly enemies can meet and potentially resolve their differences short of war. It is not a supra-national government. ---
