Sorry if I misspelt nemesis, but anyway, I go with Daffy Duck. Even though a lot of his best work came in episodes without Bugs.
Yosmite Sam is a close second.

I’ve always, always wanted to see Daffy Duck get one over on Bugs! I love the episode when Bugs is in Scotland and is playing golf vs. Scot. Rocky & Mugsy episodes are great when Bugs is hiding them also plays the Irish-accented police! All of the Yosemite Sam episodes are HILARIOUS! “Dragons is so stupid!”
I hate it that Disney has the Saturday morning broadcast rights and has edited many of them of their violent content.

I always found Daffy to be cool. The funniest thing to me is when “Mrs Daffy” would say “Shud up or I’ll smack the beak right off you.” and he’d make some comment and then she’d smack his beak and it would spin around or wind up on the floor or on top of his head too fun.

Gotta go with Marvin. It’s a tie for second between Taz & Sam. My favorite Bugs cartoons, though, don’t have these nemeses (nemesi?) in them. “Rabbit of Seville,” and “What’s Opera, Doc?” starring Bugs & Elmer, and the hands-down best Daffy cartoon ever made, “Duck Amuck.”

As you can tell from my sig, it would be the one, the only, Mr. Yosemite Sam. Daffy was okay, Elmer was an idiot, but Sam was cool. Why? Because he started out in fifth gear and pumped it up from their. Also, I loved the fact that he couldn’t resist a challenge.
Cast your mind back to “Bugs Bunny Rides Again.” Y. Sam is the villian, the roughest toughest varmint this side of the Rio Grande, and he ain’t no namby-pamby (trivia–this line was changed; it was originally “and I don’t mean Mahatma Ghandi”). He tells Bugs to dance, Bugs naturally does a full buck-and-wing tap dance. When Bugs challenges Sam to a dance, not only does our man pull off a great show-stopping performance, but exits with a flourish. Go Sam Go.

My favorite–Pete Puma (“Rabbit’s Kin”). Bugs helped this little bunny evade the gushing slob Pete. Pete would end what he thought was a sly remark with an inhaled chortling sound, like this:
“HUUUUUUUUUUUUUUUUUGH!!!”
At the end, Pete wants to “fricassee” the little rabbit, with help from his second cousin Paul Puma (Bugs in disguise). Bugs asks how many lumps [of coal?] he wants and Pete drawls, “Oh, you better give me a lotta lumps! A wholllllle lotta lumps!” Bugs is about to clobber Pete, who grabs the club and says, Oh no you don’t! I’ll help myself!" and proceeds to conk himself several times on the noggin! Bugs and the little bunny leave; Bugs says, “We’d better get outta here, Shorty–he’s too smart for us! Huuuuuuuuuuuuuuugh!!!”

Pete Puma was voiced by the great Stan Freburg, who also did the voice of the Abominable Snowman: “I’m going to get my own bunny rabbit, and I will name him George and I well hug him and squeeze him and love him and pet him and…”
