Heck yeah (I’m from Michigan, not too far from Toronto anyways.) As a matter of fact, that became so common here that nowadays all you have to do IS twirl your finger, without the accompanying vocalization, in order to get your message across. Most effective with a dead-pan expression or an eye-roll.

Here it is often “whoop-dee fucking doo” or “whoopee fuck”.

A similar expression in Ireland is “big swing of the mickey” (“mickey” = “cock”).
