We have a friend who wears a hearing aid. As he talks, he tends to get louder and his wife usually has to shush him. He’s a retired pharmacist, so it’s not a matter of IQ. IMHO, the OP is painting with an extremely large brush, based on zero data.

Maybe they drown out new information. They started out just loud, but years of it has made them the dummies they are today.

Or it could be going the other way. Maybe people tend to ignore what they’re saying because they’re dumb and they begin talking louder to compensate. In which case, they started out just dumb and then became loud.

You are confusing social ineptitude with intelligence. It’s very common for highly intelligent people to be socially inept, and equally common for “unintelligent” people to be very socially facile and easy-going.

It’s quite possible that you are perceiving them as dumb because they are loud, rather than them being loud because they are dumb. Plus, if someone is dumb and quiet how would you know they are dumb at all?
