Why are fireworks illegal?

As far as I can tell, laws against fireworks are only effective if they are similar in nearby states. I grew up in Minnesota, sparklers were illegal (and so was everything else) no one had fireworks. I spent a couple of July 4’s in Kansas where some stuff is legal(obviously, I don’t know what) and had fun with really little fountains and spinny things. This year I’m in Kentucky, according to the ladies at Dave’s fireworks, stuff that is “big” or goes up high is illegal. Bottle rockets and roman candles are illegal. Not much can be sold in KY. I had to laugh a little. You call the stuff they could sell not much? I bought $20 of dinky, inexpensive stuff, and still scared myself a couple of times (note: I don’t do real well with matches). Also, I laughed because people down the street shot off a half hour or more of fireworks that were (mostly) high enough in the sky to be over the tall trees and pretty good sized. Small compared to those I’ve seen cities shoot off, but not real small. Some did not get off the ground high enough that I would have felt safe in their yard. And we’ve heard bottle rockets and roman candles. And when I was shooting off my dinky stuff last night I’d watch other people’s stuff between shots. Granted, I believe that most of the high, big, and illegal stuff was purchased elsewhere (perhaps in Tennessee) but still, for so many to have so much stuff in the neighborhood, somebody’s laws are laxer than I think they should be.
