Officer Noor mistook her cellular phone, which may have been in her hand, for a weapon, and feared for his life and fired. Personally, I think that sounds like a fucking asinine reaction to “something in her hand”, given the rest of the context, but it is the best explanation of ‘how [she] could possibly have looked like a lethal threat’ that I’ve heard.
