Why aren't really small apartments more common in the US?

Just a note on U.S. terminology – here, the word “apartment” is usually used specifically for a dwelling unit in a multi-unit building, which occupants rent.

Whenever buying vs renting is discussed it sometimes seems to be an assumption that you buy a house or rent an apartment. Is this usually the case? How often do people buy apartments? It seems to skew the rent vs buy discussion a bit, because a house is likely to cost a lot more in upkeep.
