Also forgot to add: Her reasoning was that she had to be an impartial judge. Q’s offer was like a bribe. And Riker appears for no reason. ---

I loved the representation of the Q continuum in that episode though. They even said it was just a representation so that Janeway could understand it, but apparently a quite accurate one. ---
