Indeed there is a reference to him as Prime Minister Cheney on the second page, but this article doesn’t prove what I think you think it does.
I have no doubt that Cheney has attempted to expand the powers of the office of Vice President, just as has virtually every VP before him (as referenced in your first cite). However, your quick Google search for “Prime Minister Cheney” has failed to convince me of, well, anything.
Thanks for all the great explanations, everyone. At the time all of this was being discussed, I was too young and out of the loop to be aware of it. I barely even knew who Howard Dean was last election, and I got to vote in that one.
Needless to say, I’m considerably more educated than before, and The Dope has been a big part of that.
