A different way to go at this question would be: What might have a much more aggressive Attorney General have done that would have been more effective than Garland has been? A follow-up would be: What might the downsides be for that different A.G., which Garland has sidestepped? (And a third, not really relevant question might be: Who would that different A.G. have been?) ---
