The Riddler is acting crazier than usual. He tricks Bats into dancing with dead men, bathing in blood, doing acrobatics while a goat watches, kissing the lips of hanged man, and slitting the throat of an unbaptized baby. It’s revealed that the Riddler has done all this to ritually prepare Batman for sacrifice to a demon* that’s been trapped under Gotham since Colonial times.
I don’t remember ever seeing the demon’s corporeal form or it acting evil. It explained that Gotham’s problems were a result of the mystical emanations of the demon’s pain.
If throwing money at schools did anything, America would be Utopia by now. Batman knows better than that. But in any event, it’s his personal crusade, driven by his own demons, and he has a psychological need to be out there taking care of things personally, not with his check book.
