Among other issues, there was a long court battle over the issue of whether what happened on September 11 was an attack or attacks. It was a major issue - the insurance policy had a cap payoff per incident. So was the attack on the World Trade Center one incident or were the attacks on the North Tower and the South Tower two seperate incidents?

- It took 5 years to build the Twin Towers in the first place. They broke ground in summer 1966, completed summer 1971. If you count plaza elements like 4WTC and the Customs House, the complex was not completed until 1981.
- unbuilding what was leftover from uncontrolled demolition is a more difficult task than starting from scratch. You can’t just build the tower without fixing the plaza (and the PATH station, and the subway station, and the memorial…) And they couldn’t just trash what they had with a bulldozer - they had to comb the wreckage for anything containing DNA. Cleanup of the site alone, took until May 2002. Realistically, its been 8 years, not 9.
- Adding to unavoidable delays, they recently hit a major archaeological find.
- As of the present day, all of the structures ares progressing rapidly.

The towers haven’t been rebuilt because too many people make things "sacred’ and won’t allow anything built that isn’t “honorable” in their eyes. Wasn’t there a memorial that wasn’t built because it was “too far below street level” or such like?

They didn’t start building the Barbican Estate, located on 35 acres of bombed-out central London, until 1965 and didn’t finish until 1976 (with the Barbican Centre finally opening in 1982). That’s probably the most comparable post-bombing construction mess.
