They are less maneuverable and so can’t catch a bird that is aware of them. So birds that see a predator will gang up on it and harass it until it becomes so peeved it leaves the area. Small birds harass crows, which rob nests of eggs and nestlings, and crows often mob and chase owls and hawks. But hummingbirds do it mainly because they’re mean little bastards. ---
