According to The Ultimate Book of Cocktails, almost all orange liqueurs use oranges in conjunction with a brandy alcohol base. The only one listed that used the juice of the orange is Grand Marnier, and even that’s based on brandy. Most of the others get their orange flavor through maceration of orange rind and, in the case of curacao, flowers.

Yes, oranges are one of the ingredients. There is also Cointreau, an orange peel liqueur, which can be absolutely delicious in deserts.
