I first heard about this watching the ‘Beverly Hillbillies’. Some con man was trying to scam the Clampets out of ther money. I thought it was just a joke, the idea seemed so idiotic it was funny. People actually took this seriously? Wow!

But it actually was proposed, as shown in this list.
