I can buy a new, unregistered copy of the edition of Photoshop Elements I want from Germany, but will I have any issues using it here in the US? Can I switch it to English menus, and use standard US keyboard layout? Any other potential problems.

I don’t know Elements, but Adobe has a hugely active online community to answer questions like this.

Side note: Maybe download a trial version (of the latest version) to see how it works there?

Also gonna put in a vote for [Paint.net](https://www.getpaint.net/) (desktop software for Windows) or [PhotoPea](https://www.photopea.com/) (web app), both free photo editing tools that might be good enough.

Don’t most of these programs have a “select your language” option? If the language is supported, you can change to it. I think…

My Adobe Reader, for example, says “select language”. My options are English or same as operating system…
