Actually, the big goals set by the Wilson administration were restoring peace in Mexico, keeping the United States out of World War I, guaranteeing the rights of neutral powers, negotiating a just peace with Germany, and founding an organization that would prevent future wars. And he had failed on all five before he had his stroke.
There haven’t been any really great presidents — that is, none who have worked to dismantle the bureaucracy they encountered upon entering office. But Hoover was a victim of Keynesian thought even before Keynes published his magnum opus. He lacked the backbone (and probably the support) to veto the Smoot-Hawley Tariff Act, which was absolutely the worst thing Congress could have done about the depression. Even Washington, our greatest president, had that nasty Whiskey Rebellion, which permanently established a nonconsentual government.

Which leads one to wonder why Americans beatify our presidents to such a degree. Presently, the hero-worship and blind trust in G.W.Bush disgusts me, but then, I don’t think any U.S. president should receive such adoration, with one or two possible exceptions (such as Abe Lincoln).
I wonder if that is one of the differences that caused Europeans to be so puzzled at the outrage over Clinton’s problems with his zipper (and telling the truth about it). Here, we expect our presidents to be paragons; Europeans seem more to expect that heads of governments be good governors, and they don’t seem to confuse image and personal moral/ethical problems with the true ability to govern.
I think very, very few of America’s true heros have ever been president, one or two “founding fathers” excepted.

I like Bush because I think he has vision. I realized this more than ever after his inaugrial address a few weeks ago. He like Reagan is not afraid to have big dreams in Bush’s case liberating all people from tyranny. Note that when Reagan talked of overcoming communism that people thought he was insane, but that is what happened. In addition, I have great respect for the way Bush has taken on the subject of Social Security reform when others have ran from that issue for generations.
