Kotzebue, which is only 67° N, versus Utqiagvik (Barrow) which is over 71° N. They also have apparently loosened up a bit since I was there, but still have [strange rules around alcohol purchase and shipments](https://www.cityofkotzebue.com/vertical/sites/%7BA001CDF5-7F45-4E0C-9DFC-D296959501D1%7D/uploads/How_to_legally_obtain_alcohol.pdf) (PDF).
