It might be illegal, but not only from the stealing aspect. Most mall well have signs that tell you to keep away from the well(as a lawsuit protection measure I guess). I’m not sure what law it would be, but if they wanted to push it, I’d imagine something like tresspassing, or being a public nuisance, or vandalism could be thrown at you.
Have your girlfriend sit next to the fountain/well with a little sign that says “you can throw your money away there, or you can give it to me and I’ll put it to good use.”

Why throw the money in the fountain in the first place? (Unless it is expressly being used for a decent charity.)
