Women wear panty liners to absorb _any_ kind of wetness, but “wetness when not aroused” is by far the most common kind since it happens to many/most women every single day. Doesn’t always necessitate a panty liner though, and of course panty liners are insufficient for heavy-flow menstrual days when sanitary napkins and tampons are needed.
