It’s a chicken-and-egg problem. How can a majority of the people elect representatives to change the system when the system prevents the majority from gaining representation?
We have a system of minority rule. It takes 2/3 of both houses of Congress and 3/4 of the state legislatures to amend the Constitution. Five of the nine justices of the Supreme Court were appointed by presidents who won the minority of the popular vote. The filibuster in the Senate allows a minority to prevent the majority from getting anything done in many cases. The Senate gives more representation to citizens of small states like Wyoming than to large states like California.
