Ah, I missed the opening segment and assumed the “driving with the boot” gag was similar to one used when Grampa wanted to drive and an untrusting Homer kept slamming on the brake pedal with a boot tied on the end of a broomstick. ---

He’s not referring to this episode. He’s referring to the New York City episode, also written by Maxtone-Graham. Homer finds his car illegally parked outside the World Trade Center, and drives off with the boot attatched. ---
