Regular people are ignored. They just don’t mind, or even prefer that strangers aren’t bothering them on the street. Homeless people are distinct in that they might consider being noticed to be a benefit, where non-homeless people tend not to.
Because I know that engaging each person will include a request for money from each of them.

I am sure you know why already, but I will note that this is done so that you can travel down aisles you normally don’t view and, hopefully, find something you Can’t Live Without Even Though You Have Been for Years. And then buy it every subsequent visit.
