Firemen aren’t allowed to carry random children away from homes.

I figured that he’d either wind up with an adoptive family, who would likely be better than the pair of losers he was born with, or the fireman would send someone along to pick him up. Seriously, Kevin was mature enough that he could get along with wild pigs for parents.
