Carson City is definately a city. If we are talking about capital cities/counties put Denver in there as well.
Carson city is another independent city like those in Virginia. From the Wiki article:

BTW, at the start of this branch, somebody was mentioning municipalities having their own police forces as opposed to the county. There’s another wrinkle here. I live in Cupertino, CA, population a bit under 60,000, and certainly it has a separate municipal government. But it does not have its own police, fire and emergency medical. It’s what’s known as a Contract City. It contracts those services from Santa Clara county. The local cops drive around in cars that say “Santa Clara County Sheriff” on them, and they are sheriff’s deputies.
Yes, but constitutionally it’s a dependency of Congress, its authority is only that devolved from and subject to abridgement by a Congress in which it has no vote (for instance, taking away control of the District’s finances) as a special construct. The point was state capitals OTOH are just municipalities like any other municipality in the state, so yes, they all are “real cities”.

You have to be thinking of Ann Arbor and Grand Rapids? The middle of AA and Marshall would be Jackson.
I got it from my Grandfather, who was a Lansing city councillor. But that was 50 years ago, and my Michagan geography is very poor.
